Nah. Let Normal resist Fairy. Normal could do with a buff, but I don't like the idea of it being super-effective against anything, so give it a resistance.
Psychic should no longer be resisted by Steel, but in exchange Bug now resists Psychic, and give Psychic a more like Freeze-Dry that's super effective against Ghosts.

This. Fairy is the main reason why Knock off builds aren’t as overpowered as they are theoretically. If you make Fairy weak against it the whole meta will be ruled by Knock off.

Ghost absolutely does not need that buff. I would say remove the bug resistance on Fairy then make Grass and Psychic resist Fairy. That still makes Fairy strong but at least more reasonable.
