I'd propose a simplified system like this: There's 4 munchlax trees but They change each day and are the same for everyday. The person next to the trees will either say "I see munchlax by this tree every other (Insert designated day)" or "I saw a munchlax in this tree earlier today" if it's that trees day. This makes it SOOOOOO much simpler to find out and is actually fair. Next I'd simplify the way encounter rates work, it can either be usual encounter rates or munchlax tree encounter rates and they are as follows
Usual encounter rate:
Combee: 40%
Burmy: 30%
Cherubi: 20%
Aipom: 5%
Heracross: 5%
Munchlax tree encounter rate:
Cherubi: 40%
Aipom: 30%
Heracross: 20%
Munchlax: 10%
There. Now the encounter rates are at least reasonable while still keeping powerful pokemon rare, and it's not fucking impossible to find out which trees are munchlax trees while still making the munchlax trees elusive.
I honestly really like that they had the balls to hide the truly good pokemon behind a method that made encountering even one the highlight of your week. Likewise it manages to dramatically extend the time it takes to get these mons without taking anymore of your personal time, so the pokemon are more rare but don't waste more of your time, it's brilliant. But no one, and I mean NO ONE can defend the sheer BULLSHIT that is tree munchlax, like fuck me man, it can take fucking years to get one, snorlax is REALLY strong but nothing justifies making it THAT rare
