It is both things. They have rushed the games to release anually, instead of every 3 years like they should. They are incompetent and greedy, and don't give enough resources or manpower to the games. And finally they are probably outdated using old methods to code and they don't get proper teaching to improve.

The reason why people think that way is because compare it to the newer pokemon titles. They made little to no effort to those shitty games yet they sell just as much and even better than BW which they put a lot of effort into compared to shit stains like SwSh.
