It is a Gen 3 Pokemon. Game Freak didn't design Pokemon around power creep or mini-maxing by this point, so you have middle-of-the-road stats for several Pokemon. Also, realistically speaking a giant sauropod with leaf wings and banana chins wouldn't be that powerful.

Even with a Mega, Tropius would have needed its stats to be rearranged and minmaxed as drastically as Beedrill's to work

Gen 3 has the lowest number of bsts out of any gen. Usually single stage pokemon that level slowly have 500+ bst in gen 1 and 2, but gen 3 was full of 460 bst and less shitmons that never evolve. What's even the point?

As you can see, EVERY SINGLE ONE of these gen 3 mons is weaker than even the weakest gen 1 non-evolving mon.
