Gamefreak has always been terrible at balancing. Remember how in DP they took inspiration from generation 2 by not making newer pokemon appear until post game and also lacking in fire types that can be fully evolved.

It's in a foggy cave instead of a river this time. So in my opinion, that's worse. It also only appears on 4 tiles instead of 6, and they change every day.
