Quilladin is the single worst design in Pokemon history.
Chespin is the worst starter simply because choosing it means you have to look at Quilladin for a good portion of the game.

Yeah! I can't stand it when I can't tell what a Pokemon's job is by looking at it. With the gen 8 starters, I know right away that Cinderace is a footballer and Enteleon is a spy. With a lot of the earlier starters, I can't tell what they do for a living at all! Are they all homeless or something?

Assuming we're just talking about first stages, Scorbunny, Popplio, Tepig, and Chikorita are all worse. Chespin broke 4 gens in a row of reptile starters(5 if you're in the "Venusaur is a dinosaur" camp instead of calling it a frog) and was the first grass starter to have a predominant color that wasn't green. It even managed to be good in a generation with bug as the first gym by learning Rollout, something Chikorita also struggled with but had a harder time overcoming.

At least Chespin is a novel idea. Most starters are either basic animals, but recolored red, green, or blue. And neither Chespin nor its evolutions are cereal box mascots with defined personalities, like any gen 7 or gen 8 starter.
