So even though there is a shitton of water pokemon, the percentage of "good" water pokemon is very low, since they tend to overlap a lot. Pokemons like Toxapex basically renders unusable a shitton of tank water pokemons.
The fact that Ice is a rarer type, only shows that it's percentage should be much higher, as the rarer pokemon types tends to have high percentage of good pokemons (ghost, dragon, and fairy).
