Goldeen and Seaking shouldve been much stronger, but the only other fish to compare to was Magikarp so they ended up lowballed as fuck.
Gamefreak played too soft with stat buffs, especially when Regional variants did fuckall to change stats, even just the orientation but keeping BSTs or something, so they need to do something ridiculous like giving a Sp. defense bulky pokemon access to Roost.
Maybe if Seaking got Gale Wings for water moves, it would be viable, but it just plain out blows ass.
Now, Girafarig, if you buffed Psychic and/or gave it a viable ability, it could definitely step into a meta. its stats are solid, it has access to recovery + fuck loads of boosting moves, and its weaknesses being only Dark and bug (immune to ghost, neutral to fighting due to combo)
