Punk delinquents are Waru. That said Ganondorf and Ridley would also be waru and they're Evil as hell, and it does also include like demons (Aku-ma)and stuff, but anyone that watches anime realizes japan has a lot more sympathetic and human opinion of demons than the west.
Which is part of why Absol is dark. It's not evil, but it sure is a lonewolf emokid edgelord rather than a good wellmannered respectable member of society.
