Yes because the last levels are bonus for fun/being able to beat the game with shitmons + optimization for PvP
The only real problem is the lack of reliable source of experience in most games

because level up moves stop generally in the 60s or so. because gamefreak won't change that leveling up past that point is boring for children

If it's an RPG made in Japan that isn't explicitly trying to replicate western style video games, then it's a JRPG. Not that complicated. Yes, Fire Emblem is a Tactical RPG as well.

While the series tends to have low level cap, hitting it is not necessary there either.

You most likely do not need your FE team to hit 20/20 to beat the game.
