It's sad they don't exist i guess but this shit happens all the time in game development.
Monsters, Weapons, Skills, Characters...hell even Locations get cut all the time.
Every pokemon game had those cuts.

Because they didn't work with the direction they wanted to take Pokémon in and as the years went by they eventually got re-worked to fit within this ethos or scrapped entirely as unworkable.
