>>43690692I think the real reason is that the Florges line was designed to be Pokémon's most stereotypical representation of a Fairy Type, in the same way Machamp and Alakazam are to their own Types. They were trying to make this the fairiest-fairy so they didn't want another Type on it.
Another factor may have been that Grass Type adds a lot of weaknesses and they really wanted Florges to be good as a special wall. Also, I know, I know Dwebble is a thing, but MOST OF THE TIME when a Pokémon is merely holding/wearing something, that doesn't factor into its Typing. And lastly fairies tending to plant life and wearing clothes made out of plants is a pretty common trope and that alone doesn't have to make it Grass.
