Villains don't need character development, or fucking arcs. What they need is to be threatening.
Everything about Ghetsis from his complete lack of humanity, his theme and character design creates a constant aura of fear and dread. And unlike that faggot Giovanni with his 'lol click surf 4 times and win' joke of a team, Ghetsis actually has the strength to back up his reputation with what might be the hardest (or at the very least in the top few) individual story battle in the entire series.
And besides, we already have a villain with the complex motivation, sympathetic angle and redemption in N. You want to cram two identical villains into the same story and claim you know shit about good writing? They don't work without each other. It's the same thing behind The Emeror and Vader, or Ozai and Zuko. How can the redemption have any weight without seeing the force of overwhelming darkness that's trying to control them?
You can say they're 'shallow' or have 'no motivation' besides power as much as you like. But whenever they're on screen they create a presence, you FEEL it. No amount of retarded post-modernist 'b-but evil doesn't real' bullshit is gonna change any of that.
