I never understood why some Pokémon don't have a proper learner for their secondary typing. Something must be done about it.

Earthquake is the best Ground move, is fantastic, and Torterra doesn't become Ground until its final evolution anyway.

Torterra's beef is that it's primarily a physical attacker but has a lack of physical Grass moves. So you have to run a subpar special set with Earthpower, a mixed set, or just forgo good Grass STAB entirely.
Horn Leech would be excellent on Torterra.

That's a good point, but I guess Torterra is just a shitty tank since Chesnaught just has better tools like Drain Punch and Spiky Shield, plus the bulletproof ability.

Torterra is absolutely a shitty tank. His typing has no resistances and his bulk is only "good" at best. Shell Armor is mediocre too.

In standard teams yeah. On mono-Ground teams his typing can be pretty useful though. Grass/Ground gets rid of Ground's weakness to both Water and Grass. Dragon/Ground is similar (and better offensively) but Torterra super-effective STAB against a plethora of bulky waters and it's bulk and healing factor make it a better switch-in than Flygon or Garchomp.
