Yeah it is, I got it to work on my Win 10 laptop and on my android tablet as well.
It's not great really good though, there's a lot of delay when I use it on anything but the DS cartridge

Like >>43717215 says you can easily install it now if you have a soft modded wii even get the platinum update aswell although weirdly enough the "game" will work on any system regardless of region however platinum update ranch will only connect with a Japanese copy of platinum (not sure on diamond and pearl)
