I think Hypno is a pretty cool guy, I wonder if it'll ever get an evolution/alternate form of some description to make it better competitively.

I hate this design. It's literally just a yellow man. I don't understand the appeal some people have with this. Along with Electrode and Jynx, it's one of the worst designs of Gen 1 imo.

No it's not. The pre-evolution is a tapir, don't strech it. It's just a yellow person with ears and a mane. The only thing shouting "it's a Psychic type" is the pendulum that makes you think "it has Hypnosis" which to be honest is a pretty weak criteria.
