The most important thing is they all actually learn the move Trick Room, while Cursola does not. Even Gengar learns Trick Room and has gotten mileage out of it at high level VGC in the past.

This is because Polteageist doesn't waste points toward Atk, has better Def, and has more Speed to help it work with a move it learns, unlike Cursola who is weaker to Foul Play and confusion and lacks the move it wants to know.

If Polteageist is at a basically equal rate to Cursola in VGC and much higher rate to Cursola in Singles then that says all it needs to.
