Because Silvally is clearly meant to be inferior. Mew might have a lower BST but lorewise Its as strong as Mewtwo.

Silvally need just ever so slight stat boosts, like +5, and it would've been more impactful, because everything else here overshadows it to a disgusting degree, regardless of how broad its usage could potentially be or its "intended" purpose.

Actual successful cloning with direct power upgrade vs failed creatura that can't even extreme speed, simplier but successful designs aside awful mega forms. Mewtwo and Mew hands down are a better interaction duo.

silvally as a concept is brilliant but horribly executed, it's unfortunate all of its lore was shoved aside for.. whatever crowded mess su/mo was. the idea of a failed godlike alien-killer chimera could've made for such a good and memorable pokemon. but the games didn't back it up at all.
