Sunflora should have been the Gyarados of Johto.
At that time, Sunkern had abysmal low base stats and the only way to evolve it was to acquire a Sun Stone by winning the Bug Catch contest. Imagine evolving that useless seed and getting quite a beast of a special attacker. Even more with it getting Chlorophyll/Solar Power in later gens.
I propose something like this for Sunflora's base stats:
HP: 80
Attack: 60
Defense: 80
Sp. Atk: 130
Sp. Def.: 90
Speed: 90
