They were set to use Clefairy, but then people fell in love with the chonky rat from Viridian Forest.

OLM Studios suggested that Pikachu should be the mascot.
Gamefreak was actually going to make Ash have a Clefairy and set it as the mascot before OLM suggested Pikachu.

They said that in an interview
