It already is. Once you play it, you get addicted to it. I even saw a person screaming Pokémon at university like crazy. Why? Because he played Pokémon GO too much. I even lost awareness of reality at a brief moment, mistaking a real gator for a Feraligatr. Why? Because I played and replayed Emerald too much. There's a thing in Pokémon games that leaves you in a trance, and this thought turns it into a real nightmare.

I don't think any pokemon can do that sort of subtle manipulation or permanently change someone. Mewtwo and Malamar only puppeted people, if they could do things more insidious I think they would have. Every canonical victim of a psychic type recovered with their personality intact.

That dex could mean a lot of things. That Aegislash could have dominated or possessed people in the same as the examples I've given where there's no long term consequences for a person that escapes their influence. It could also just mean normal manipulation like deception, blackmail, threats, ect.
Mind control is a part of the pokemon world, but I don't think any pokemon "can put ideas in your head and make them think they were you own."

What makes you think it hasn't?
Team Rocket is the only team not trying (intentionally or not) to destroy the world, but even they created Mewtwo and are the literal fucking mafia. You have 10yo controlling gods, crazy "professors" handing out lethal weapons to children, a housing shortage, severe lack of infrastructure, and most money seems to be made by betting on pokemon dogfighting.

They can't use their powers on people if it risks their life. The cartoons are different because of all the times team rocket has reached terminal velocity. It takes more than that to KILL someone, so moves that just fling people aside is ok.

Because pokemon aren't generally evil by themselves. The ones trained by trainers do as they are told.
Also, they may get aggressive or territorial, but they mostly only act in self defence, and do not intentionally wish harm on others around them.
