This is reference to how for the longest time people very rarely ever bathed, instead just covering themselves with layers of perfume or more specifically in this case purses of potpourri and rags doused in perfume.
Then running water allowed people to bathe whenever they wanted so ladies stopped carrying around pouches of good-stench
