New people have come in who misunderstand the intent of those that created the originals. These new people then attempt to create more creatures based on their inaccurate perceptions of the originals.
Remember the PokeGods rumors in gradeschool 20 years ago like Charcolt? The ones that were evolutions of the starters for example? Some of the same people that started those rumors now work for the company, which is why we basically have those PokeGods in the forms of megas and gigantimax forms. This is just another simple case of new people coming in and poisoning the series with their fan fiction that has now become canon.
But to your point about them having a theme, these two do have a theme, assuming you view it from the new creator's perspective. They saw the original trio as natural elements of power that represent pre-civilization. The dragon one represents the middle ages (because hurr durr dragonz and castlez) and the electric one represents the modern age. Maybe. I don't know. It's all bullshit at this point. We'll someday have Regis for all types, as well as Kanto birds for all types. I mean, Cursola looks like one of those fake Pokemon you'd see in the early 2000s on those websites that had thousands of fan made Pokemon that all had assigned numbers. None of it matters anymore, it's all fangame-tier at this point. Just have fun with it.
