Decidueye is a bird (inb4 owl meme) whose wings aren't good for flight anymore (like Galarian Zapdos) and sometimes flies with magical power (like Galarian Articuno) as seen with its Z Move, yet isn't Flying-type despite its prevos being Grass/Flying.

I said also. It's also used for certain levitating type mon, pokemon with wings etc. I was just saying that in this particular case it's because they are birb. Exception have happened but in general if its a bird or it has wings its flying type. I think it sucks because I wanted dark/fire moltres but I get why they did it.

Literally everything in the anime comes directly from the games. If Decidueye wasn't supposed to be able to fly, the anime wouldn't have it doing so. They follow the source material and reference material that Game Freak gives them.

Pokemon was a new franchise back then. The rules weren't established yet, so the anime was allowed to make stuff up.

From Gen 2 onwards, Game Freak works closely with them and provides them with reference material so it stays accurate to the games.

Without Game Freak providing reference material, the anime staff would only have a vague idea of how Pokemon are supposed to work and would have to make up the rest themselves. But that doesn't happen because Game Freak does provide reference material. Otherwise they wouldn't know how to draw Pokemon from different angles, what they're supposed to act like, how they move, or how they fight.

But in-game up to Gen VII, it was a field move, which many Flying types didn't get. Those SAME Flying types were able to learn the TM (and beyojnd) but they didn't give it to Deciduey, like Gyarados (implying had iut appeared earlier, it wouldn't have been able to utilise it either). Birds fly, yeah. But they can't use the Flying type move Fly, due to being unable to manifest the actions into a tangible attack.

It was clearly meant to be a flightless bird. But they wanted to give it a good STAB move, so they gave it Fly and made it some bullshit about it having short wings.

Alternatively, the anime's explanation made more sense; Dodrio can't fly, but it can jump so high that it's like it can.

It'll still flap its wings in battle. I guarantee it. These descriptions don't always carry over to the animations. For example, Xatu, who supposedly stands stock-still all the time perpetually hovers in its animations.
