Because even NINTENDO knew Pokémon was a kiddy thing, the hardware it appeared on had to be cut-price so parents wouldn't mind buying it, which led to them being more potato than their contemporaries. Nintendo weren't going to let them take 6 years off and try and learn to code for Home hardware, it was too important to their handheld brand, so we get this instead - Game Freak needing to learn and get comfortable with it before actually doing anything of note (I bet the lads who worked on LGPE with Masuda who'd shown aptitude were put forward for the Gen IX team for this, if they didn't stright-up get assigned to the DLC, but weither way, it's going a lot better than a lot of other handheld devs did making the jump to 3D did),
