The gap between Uber and OU is wider than the gap between OU and UU.
So most mons in UUBL are at least decent in OU, albeit not good enough to be mainstream picks. Ubers are more likely to end up like Zamazenta or base Deoxys.
That is, assuming the mon actually deserves to be banned. UU has a tendency to go overboard with banning offensive threats.

what i think OU is: all pokemon that arent allowed in UU and excludes pokemon who are in Ubers but still seeing pokemon from lower tiers sometimes
what OU really is: only pokemon (not in Ubers) that are used in at least ~4% of all matches in OU while still seeing pokemon from lower tiers.
what i really mean is if something can only be used in OU, Ubers, or AG, then it is OU because that is the lowest tier it can play in, ignoring the play percentage requirement. basically a permanent member of OU until they decide to allow it into UU.

Technically, he is only UUBL material because of Magnezone being in NatDexUU, Magnezone and Staraptor together replicate gen 5's degenerate DragMag combos, just leave Magnezone remove steel-types like Celesteela and Skarmory and then Starraptor becomes unwallable and either sweeps or leaves everyone at very low HP's
