My take on fixing Johto's Gym Leaders. Tried to avoid repetition of evo lines as much as reasonably possible and Leaders' teams looking like the respective E4 members'. How'd I do?

The implication was supposed to be that E4 would be buffed a bit too, but they didn't need as much fixing as Gym Leaders so I didn't focus on them.

I think he wanted bug to be first gym because of the whole quick evolving gimmick. Also you likely won't have an evolved pokemon by that point.

I think a Bug type gym taking advantage of the early evolution is more interesting. A lvl 10 Beedrill and Butterfree have an advantage over other lvl10 unevolved Pokemon at that stage. But move them any later and they lose that advantage.
By the time you hit the 2nd Gym normally you have an evolved starter, and potentially others.

Also the low levels stifle Falkner just as much, he has to rely on an illegal Pidgeotto just to not be terrible.
