It won't have Dracovish's sheer power, but it'll likely have much better bulk and speed on top of fantastic coverage options and still land 2HKOs/OHKOs on basically everything. I imagine only Toxapex will be the only thing capable of countering it outside niche shit.

It's just speculation. Gamefreak could totally go retarded and give it 170 Atk, Zen Headbutt, or make Swift Strikes 50 BP.
How I personally think it will go (and it will still be banned) is Rapid Urshifu becomes a click water move to win mon, has CC for Ferro, and decent enough coverage to not be walled by much of anything bar Pex, and then RShifu will be placed in a core with idk Regieleki or whatever the hottest Pex killer/punisher on the block is by the time DLC drops.

Urshifu fights rapidly with a flow. It moves like water, so its attacks are like being hit by water.
Grapploct lives in water, but prefers to fight on land and isn't as adept at aquatic combat.
