It is better for Atk and SpAtk to not be carbon copy stats, in order to diversify gameplay. Different Pokemon have different stat spreads, and the averages and extremes of physical and special attacks and defenses are different. They have different stat up/stat down moves, with different distribution among the monster species. They have other unique modifiers, like abilities and the burn and confusion status effects. Atk vs SpAtk not merely a binary choice between two identically functioning things; they have texture and flavour unique to them that gives them strengths and weaknesses the other doesn't. This makes the RPG gameplay better and deeper.
