Then why are there several artists making thousands of dollars a month on patreon to draw incredibly sexually explicit content of Pokemon characters and nobody seems to give a shit including Nintendo? they are small af and showdown is legal in some countries because it is literally a mod on your existing game in short when it is legal to dump your cartrige in your country then the mods should be no problem example germany it is legal to dump them but if the files are encrypted you(i think) are not permited to unlock them because you only bought a license so romhacks are generally fine rpgmaker games like uranium are a different thing because you dont alter your copy.
