Short answer: genetics. She's had longer than average hair since she was a literal toddler, and her mother also has ridiculously long hair, and it's just as luscious despite her being almost 50.

She cut it short (as in, below the ears short) twice in her life, the first time when she was 9, and by the time she was 15 it was already insanely long again, and once more at 21. For the latter, she had gotten into the whole hair dye trend and later on seriously missed her healthy, chocolate hair, so she gave it up and chopped off all the unhealthy and bristle hair and never did anything to it again (and doesn't want to ever harm it again in general, which is good), and (to her surprise as well), her new hair grew super fast. In the span of 4 years it reached up to her butt, like I mentioned. She claims she doesn't do anything special but told me to list for you the only three products she uses, if you're interested/can get them in your country. It's these:
