Gen III Hoenn and BW Unova also has similarly low Level Curves and pulled it off fine, if the issue with the Level Curve they're referring to is Pryce then yeah I can get that since his team should've been tougher than Jasmine's.
Also HGSS should've capitalized on Gen IV evos to Gen I and II Pokemon to give them more varied teams like;
