In general, it's for being overpowered, overcentralizing, or uncompetitive.
An example of an overpowered mon is Galarian Darmanitan. Hits like a truck and has no real counters.
Dracovish is overcentralizing. It's easily countered, but it requires one very specific thing (water immunity). This makes the meta overly centralized around water immunity and forces any serious teams to run a water immune mon.
Evasion spam is uncompetitive. You basically make the battle's entire outcome completely luck-based. It's a strat that doesn't get used much because it's inconsistent, but you can still get a win with it with no skill involved.
Granted, overpowered and overcentralizing mons tend to get used a lot because people want to win, but usage doesn't always correlate to being banworthy.
That said, Clefable needs to be banned. It's uncompetitive as fuck.
