Breed him with a negative speed nature. I'd suggest Quiet for offense, Relaxed to be your physical bulk mon, or Sassy if you want to shore up Slowbro's lower SpDef.

Well Galarian Slowpoke have the same stats as the Kantonian Slowpoke. Who knows if they'll change it up when it evolves however.

That has nothing to due with its actual speed stat, it's a built-in Quick Claw. When it holds a Quick Claw on top of that, it goes up to having a 50% chance to move first, so it's unlikely it'll have high speed.
