Ground and rock are 2 different things. Its the difference between spoil, dirt, earth, and versus minerals categorized as rock (crystals, stone, etc). The only rule broken here is sand. Technically sand is sedimentary rock, but GF puts sand with ground sometimes, yet gives Rock types the special defense boost in sandstorm.
