Why not use World of Final Fantasy ideas? Its basically FF Pokemon already.

It gives lines to classic summons like Ifrit, Shiva, Ramuh and Bahamut.

Materia,Spiritus,Cosmos and Chaos are canonically a lot stronger than Baha. Baha could be a pseudo.

On the other hand, you are right on Ultima.

The worst of all there is any mention to Shinryu is leagues stronger than the four characters I was talking about
