It's one of the few gen 2 pokemon that aren't duel typed for some reason. Another example is Noctowl who would be Psychic/Flying or Ghost/Flying.

Why would Furret be ground? I don't remember it showing elemental affinity with the groud...
While the movepool of both Shitler and Noctowl shows some kind of "strange power" that can be easily fitted in a Psychic typing.

More bothered about how MrMime and Jynx as well as Stantler and Girafarig and to some point Mantine and Skarmory didn't preserve actual mirror BST spread or same BST, Girafarig got Nasty Plot and other coverages while Stantler got no Sword Dance or other buffs like Horn Leech.

Normal/Flying and Normal/Bug would make sense by itself, the others need far more explaination than what we've got.
Heliolisk is good, it's just a normal lizard which just so happens to be able to store sun energy and release it, makes sense, lizards love the Sun.
Then Pyroar is a Normal lion which can breathe fire. Drampa is just a Normal Dragon which can destroy everything if he so desires.
