>>43793669It depends. Certain ones, such as flower crown Eevee and some Pikachus, can be evolved, while others (flower crown Togepi, party hat Wurmpule, etc.) can’t.
It’s all arbitrary and probably depends on how much effort Niantic is willing to put in. Although I think flower crown Togepi not being able evolve probably has something to do with how useful Togekiss is in the PVP meta + how frequently it appeared in eggs.
