Flying very clearly needs to be demoted to some kind of an inherrant trait of some kind. This would also clear Levitate as an ability so those that have it can have normal Abilities now.
In the same move, create a Sky Type or Wind Type to replace Flying. Wind is more the popular idea and would be ideal for something like Arcanine, but doesn't really jive with all the bird-themed moves. I like Sky Type better because it sounds nicer.
I dunno what the Type matchups for Wind/Sky would be but I don't think it should be immune to Ground as that is the point of the Flying trait and 80% of those who have the Flying trait would have Wind/Sky as a Type anyway.
I also think those with the Flying trait are immune to Ground but should have the cost of being doubly weak to Electric moves. It makes sense.
