I never understand this. This is about BW, and you indeed don’t gain exp in the turorial (enough to level up in the first battle, that’s what he meant).

if you're playing a illegal version of BW, the xp turns itself off
and since leaking meant illegal copies, those who played early were spooked by no xp and he defended it as if it was normal that the game didn't give xp at that point
