Normal/Electric type (not sure which)
The user overclocks their bodies, cutting their hp in half, but maximizing speed.
It's a Speed version of Belly Drum.
Given to mechanical or electronic pokemon like Klinklang, Genesect, Porygon, and Magnemite.

Off the top of my head, an Overclock+Petaya/Liechi set would be good, or if Rotom got it then a Stored Power set could also be nice. Ideally, there would also be moves or abilities that interact more with low health, like a special reversal clone, or an electric version of Blaze.
