The anime is notorious for reused and stock animation post Johto.
At least in Kanto, Orange League and Johto the animation the Pokemon did was matched with the backgrounds despite being reused then mid advance until almost the end of Sinnoh we got nonstop animation reuse and the introduction of Pokemon doing its move on over stock action line colored backgrounds.
It returned all the way through unova post team plasma arc failure as a measure to cut costs while the writers figured out what to do.
Gliscor and swellow were the exception outside of some Pikachu battles, and even then they replaced volt tackle with electroball to reduce stress on the animators.
Gen6 anime isn't that impressive when you realize most of the cool stuff was done with perspective and rotation something rarely used before, then they added a lot of dust explosion on impacts along a light screen shake on some shoots to add weight, something they actually rarely did beforehand.
Pokemon animation was rarely ever stellar, and I'm referenced the time frame in wich only swellow was allowed to do cool shit in a regular basis.
