It was basically in that special little group of Pokemon that could boast that it had no counters since the entire metagame can get OHKO'd or 2HKO'd from its movepool, with the exception being Chansey, but even then it can use Superpower to reliably 2HKO or 3HKO it in the right circumstances, and even Focus Blast can 3HKO Defensive Chansey.

Regardless, Garchomp will still likely tier in OU like it has for the last 10 years. Even Tapu Bulu when it forced Chomp to 4MSS with Fire Blast/Fire Fang, it still didn't boot it from the tier in any fashion, and thanks to Rillaboom basically being shittier Bulu, it won't keep Chomp out as well, in fact it really can't since boom can't check Dragon moves.
