Missingno sprite is actually what the code for displaying textboxes looks like if treated as graphic data
the slots where it appears were just left "blank" in case some more designs were to make in the game, as they designed i assume some designs were removed and the slots were just set to MISSINGNO. in case they were going to be used in the final build
any pokemon beyond Victreebel (index 190) isn't even coded as MISSINGNO.

what's wrong with Mew? its just pokemon that never spawns normally in-game

Missingno could be a lot of different pokemon. There was supposed to be 171 pokemon in gen 1. While the Helix Chamber are cucks, they have a pretty decent section explaining which cut pokemon missingno seem to correspond to iicr. Either them, or the prototype /vp/ thread
