As for headcanon stuff. It's partially because pokemon has fucking terrible lore. Other than the movies that very loosely link some things together. There is no canon lore for almost anything.

Mythical - Are pokemon that only few have seen, so they're a "Myth", think Big Foot, we don't know if it's real or not, but people say they've seen it.

Yes I agree that's what Psuedo Legendaries and the like are for, Pokemon like Driftloon and Rotom if they were pushed to the endgame of Platnium would be called legendaries. That's retarded. Considering Driftlin is only seen out of the corners of eyes, far in the distance and those who meet it generally don't live much longer. I don't see how that wouldn't qualify Driftlin as a legendary.

The gen 2 legends understandably had enough of a mystique about them to generate local legends, and you would have no way of knowing whether or not they were true, just that the pokemon spoken of in those legends were real
Mewtwo also obviously has a story associated, and was completely man-made- based on Mew, the purest archetype of a 'mythical' pokemon, which is still obviously not necessarily unique, just near-extinct and damn near impossible to find

Drifblim are normal pokemon because people have captured them, they've been studied they haven't done anything world breaking - the "rarely seen" doesn't mean they're mythical, it just means people don't see them very often in the wild simply cause Drifblim take them away, so of course they're rarely seen if people aren't alive to talk about them.

If you were killed by a Gorilla in the wild, would you be able to talk about it? No, but Gorilla's are still known aren't they.

See. This is why its confusing. Even if we ignore the anime or the movie canons, and just focus on the game canon which introduced Hoopa and the multiverse, we don't get solid answers.

Every time we think that we've got a simple canon answer, there is one Arceus who created one trio, we get a contradiction in a later game for no reason, Arceus creates another of the trio of your choice for you to have. Which then begs questions like: are there more than one of the space/time/giratina trio or did Arceus just make one extra one especially for you?

That's not even considering questions like, is there more than one Celebi per universe or are they all just the same immortal one traveling through time? Is there more than one Mewtwo or is the one in Kalos the same one as the one in Kanto? Is there more than one Regigigas? Is there more than one Hoopa per universe or is there a single Hoopa in the multiverse even?

GF never cared about quality of life or attention to detail, so why would the even care a bit about consistency in terms of lore?

In order to do that though, Arceus had to recreate the entire universe from scratch. I.E. Arceus made an entire new universe that's exactly like the old one except there's a second Dialga/Palkia/Giratina.

The very first legendaries were just some stronger than average birds. Except there's no legends for these guys in the games. The only time they were actually shown to be deserving of the "Legendary" title was in the second movie. And the other one was just some genetic experiment, thought that one at least has the excuse of being a clone of another Legendary/Mythical Pokemon.

That's not an "excuse", it's everywhere in Pokemon and video games and general. Gameplay often doesn't match up with lore. Pokemon's lore has a lot of stuff that isn't/can't be reflected in gameplay, so it's left to Pokedex entries, website pages, and the anime to tell/actually show us this stuff.
