Venusaur is a toad, the -saur part in the English name was a localization error. The oiginal Japanes name and lore/design inspiration don't have any references to dinosaurs at all. The first Grass dinosaur was Meganium.

Venusaur is a half frog and half dinosaur.
They redesigned the Bulbasaur in Gen3 to look more like a dinosaur just to fit its international name better.

The name Venusaur was given to it in gen I, retard. Nothing in its design or Pokédex etc. had anything to do with dinosaurs then, the English translator just thought it sounded cooler than something with toad or frog in the name.

Pokemon wasn't big in Gen1 and there was no TPC.
Gamefreak did the localization and if you look at their beta names, most of them have Engrish names like Bulbasaur was named Bulbasa instead of Bulbasaur proving the Gamefreak did the localization with a Japanese team

both the anime and Smash treat Bulbasaur line as dinosaurs.
The line is a mix of several species, that's why its Japanese name is called "isn't it strange?" unlike Charmander and Squirtle who are named as "Fire lizard" and "tiny turtle" in Japanese. Bulbasaur isn't based on one creature.
