Froslass is only in UU because it's a niche spike-setter, if you read anything or knew anything about the meta aside from what tiers the mons were in you would know that.

Glalie-Mega is genuinely more worthwhile in OU than Froslass is. It's just that due to the fact that it's a mega it's inherently more of an opportunity cost since you can't use one of the more reliable megas instead.

Glalie-Mega is honestly kind of decent in OU. Base 100 speed, strong Ice STAB plus coverage with EQ hits almost everything that isn't like Scizor for decent damage, insanely strong nuke option with Refrigerate Explosion and Spikes so even in matchups where it might not be able to do much (like the mentioned Scizor) it can at least support the rest of the team with Spikes.

Base Froslass is pretty damn fast but doesn't have enough oomph to be a consistent sweeper, I'd give her Mega more Sp.Atk and speed. Snow Warning would be cool maybe for Blizzard spam but I like Snow Cloak as an ability. It's unique and has saved my ass a couple times.

Mega Glalie is decent. I'd even say better than Froslass, but its usage suffers because it's a mega and it prevents you from using much better megas.

New ability is Snow Stormer, which increases both of its attacking stats by 1.5x in the hail.
Also give it Snow Warning as a secondary ability in its base form in order to be its own setup.
