I play VGC myself, and since we still have Dynamaxing, Protect being even more easily piercable is a considerable balance. Whereas with Zmoves you could break 1 protect with damage reduction, Dynamaxes do so for 3 turns. In addition 99% of max related debuffs lile stat drops, field conditions, or status won't be blocked through protect, such ad paralysis through Gmax Pikachu or confusion through Gmax Hatterene where the status hit both opponents as long as the damage portion of the move lands on it's single target.
