No, there's no fucking reason for Mawile to be Steel Type. That bullshit about it having "metal horns" is absolutely just a handwave they included at the last second to justify giving it the Type. The real reason it is Steel Type is because they needed more Steel Types for Gen III. That's it. It shouldn't be Steel, literally nothing about it suggests this. Even the supposedly metal jaws are very clearly flesh-colored.
Everything about this Pokémon, from its movepool, color, mythical inspiration, habitat and general concept fucking SCREAMS "this is a Dark Type".
