It's in the Johto dex, so it's officially a Johto Pokemon. It doesn't matter whether they're old or new.

I never had an issue with the whole having kanto mons as aces thing, but it couldn't hurt for, say, pryce to use a sneasel or something, and I always thought snubbull would fit whitney's aesthetic really well. Other than that my main issue is just that chuck should use 3 mons instead of 2 and that Jasmine's magnemite are fucking LITERALLY the exact level they need to be to evolve. Like c'mon, it's the 6th gym too.

Gens 1 and 2 are different from the other gens. Starting with Hoenn, pokemon are treated as a regular thing. In gen 1 they were more like mysterious creatures. In gen 2 Johto pokemon were rare and newly discovered. In HGSS, this is retconned somewhat as Elm is no longer surprised by the existence of pokemon eggs and treats it as a regular thing, however Elm still says he has never seen a Togepi before, so at least Togepi is still newly discovered.

Kanto and Johto and geographically neighboring and connected regions. The original 251 Pokemon are meant to be shared between both. They were developed at basically the same time as well.

There's no real problem with kanto mons because it makes the most sense in universe because johto is right next to kanto and mountains are known to cause differences between wildlife. It's a pretty cool way to hint at kanto being next to johto. They just need more johto mons in their team

So what, do you give Falkner Scarmory or Noctowl as an ace? They would have been harder, the first gym is supposed to be a breeze. Scizor over Scyther for Bugsy? Would have been the Miltank instead of Whitney. Same for Heracross. The other new bugs are too weak to be aces. Chuck should have had Heracross though.

At level 16, the level of Bugsy's Ace, Heracross would have Tackle, Leer, Horn Attack, and Endure. If they gave it Fury Cuttter, it would STILL be walled by Geodude or Onix.
